2024-25 Audit Report
This audit report evaluates the financial activities and administrative matters of Kodikulam Grama Panchayat during the 2024–25 financial year. Although the audit found that the Panchayat's annual financial statement generally reflects the actual financial position, several accounting deficiencies have been pointed out. All necessary financial records have not been submitted, there are discrepancies among the figures in the cash flow statement, valuation and classification of assets have not been completed, some journal vouchers lack supporting documents, and there are differences between the amounts in the demand registers and the annual accounts.
Significant deficiencies were found in the Panchayat's development activities and fund utilization. Of the 202 approved projects, only 146 were implemented. The report states that there is a possibility of losing approximately ₹6.91 lakh in the future because a portion of the Road and Non-Road Maintenance Grants was not spent to the required extent. Significant amounts under various grants remained unspent, and weaknesses persist in project implementation and monitoring. The audit assesses that the budget and annual plans have not been effectively integrated, and that improvements are needed in procurement procedures and asset maintenance.
The report points out several lapses in revenue collection and statutory activities. Property tax on mobile towers has remained in arrears for years, some buildings constructed without permission have not been regularized, some commercial establishments are operating without licenses, registration of paramedical institutions has not been renewed, and professional tax and rent arrears have not been fully collected. These findings highlight the need to further strengthen financial control, legal compliance, revenue collection, and asset management in the Panchayat.
